Hernán Gullco
Graduate from the University of Buenos Aires (UBA) School of Law and Social Sciences. Earned Master of Laws degree in Comparative Law at the University of Miami, U.S.A., and his J.D. degree at the UBA School of Law. He is full time professor at the Law School of Torcuato Di Tella University. He was granted a scholarship by the Government of the Federal Republic of Germany to conduct postgraduate research at academic institutions of that country. He was legal secretary to Justices Jorge Antonio Bacqué and Enrique Santiago Petracchi at the National Supreme Court. Author of numerous articles and books, among them En defensa de los derechos civiles (In Defense of Civil Rights, 2000, Abeledo Perrot); Principios de la Parte General del Derecho Penal. Jurisprudencia Comentada (General Principles of Criminal Law. Graduate attorney from the University of Buenos Aires (UBA). Master of Laws at Louisiana State University, U.S.A. Founding member, former president and current vice-president of ADC. Associate professor at the UBA Law School (1986-1999), professor at Palermo University Law School, Graduate Area (1999-2013) and professor at Torcuato Di Tella University School of Law, Graduate Area. Research Associate (Louisiana State University, 1985), Visiting Scholar at Columbia University, New York (1989) and Visiting Professor at Syracuse University, New York (1990, 1991, 1992, 1994 and 2001) and Louisiana State University (2004). Member of the International Academy of Trial Lawyers. Member of the Board of Directors of the Centro de Implementación de Políticas Públicas para la Equidad y el Crecimiento (Center for the Implementation of Public Policies Promoting Equity and Growth – CIPPEC). Author of several works concerning law, articles on doctrine and essays related to topics of general interest. Occasional contributor to newspaper La Nación.
Alejandro Segarra
On leave in this position since June 1, 2023. Alejandro Segarra is the Deputy Director of ADC and a founding partner of the law firm PSM Abogados, where he is the head of the criminal and constitutional law division. He began his professional career as a member of the federal justice system, where he acted as a Public Defender before the Correctional Courts for the City of Buenos Aires. He later became an associate lawyer at Negri & Teijeiro, where he worked in the commercial law, international contracts and corporate issues division. He occupied the position of legal advisor on constitutional and criminal matters of the Chamber of Deputies of the Argentine Congress and currently chairs a course on Criminal Procedural Law at Torcuato Di Tella University. He is also a member of Asociación Argentina de Profesores de Derecho Procesal Penal and the deputy director of the Constitutional Law Institute of the Bar Association for the City of San Isidro, Province of Buenos Aires. Catalina Smulovitz
Full Professor of Political Science at Torcuato Di Tella University and Senior Researcher at the Consejo Nacional de Investigación Científica y Tecnológica (National Council of Scientific and Technological Research -CONICET). She earned a Ph.D. in Political Science at the Pennsylvania State University and was Vice Chancellor of Torcuato Di Tella University (2013/19). Author of numerous works on human rights and civil-military relations, the uses of and access to legal systems, and on citizenship and social accountability in Latin America. She cu.rrently conducts research on the impact of federalism on the protection of rights. Recent publications include: Public Defense and Access to Justice in a Federal Context: Who Gets What, and how in the Argentinian Provinces (Kapiszewski, Diana and Ingram, Matthew), Beyond High Courts (2019, Notre Dame Press) and ¿Quién paga por los derechos en las provincias argentinas? El caso de las leyes de violencia familiar (Who Pays for Rights in Argentinian Provinces? The Case of Family Violence Laws (2015, Desarrollo Económico). She was a Guggenheim Fellow and is member of the International Political Science Association (IPSA) Committee on Academic Freedom.
Ángeles Baliero Burundarena
Graduate attorney from the University of Buenos Aires (UBA). Vice-president of the Red de Mujeres para la Justicia (Women’s Network for Justice). She began her professional career in the National Judicial Branch, in the Public Defender’s Office and in the Judicial Branch of the Autonomous City of Buenos Aires. She was appointed as Child Protection Adviser in Civil and Commercial Matters of the National Judiciary. She was member of the Public Defender’s Office and appointed Public Defender of Minors and Incapacitated Persons and Deputy General Guardianship Counsel of the First Instance Court in Civil, Commercial and Labor Matters. Full member of the Council for Children and Adolescent Rights of the City of Buenos Aires. Consultant for the Newborn Screening Program of the Buenos Aires City Government. She holds diplomas in Children’s Human Rights from Diego Portales University (Chile), UNICEF and the UBA, and in Human Rights at the American University (Washington DC, USA). She is professor of “Key Features of Civil Law” (Nociones de derecho civil) at the National University of Avellaneda (UNDAV) Law School. She is postgraduate professor at the UBA, in the Master’s Degree in Magistracy; in the Master’s Degree in Youth Problems (UBA), and in the Master’s Degree and Specialization in Family Law (UBA). She is postgraduate professor at the Universidad Nacional del Sur (National Southern University – UNS) in the “Family, Childhood and Adolescent Law” degree. Professor at the Judicial Training Center of the City of Buenos Aires and at various judicial schools around the country. She was juror for the selection of judges and members of the Public Prosecutor’s Office in the National Public Defender’s Office in Catamarca and Comodoro Rivadavia, Chubut. Granted the 2011 Achievement Award to Women of the Judiciary by the Buenos Aires Bar Association. Visiting Professor at INFOJUS, the National Ministry of Justice and Human Rights publishing house, for the training and implementation of the Civil and Commercial Code in different Argentinian provinces, in 2015 and 2016. Co-author of the Código Procesal Modelo para la Justicia de Familia de la CABA (Model Family Code Procedure in the City of Buenos Aires, 2016, Jusbaires).
Ana María Mustapic
BA in Political Science at El Salvador University, Buenos Aires, and MPhil in Politics from Oxford University, UK. Visiting Professor at the Department of Political Science and International Studies of Torcuato di Tella University. She was member of the CONICET Research Career (1986- 2016). Specialized in political institutions, mainly parties, Congress, ballot systems and political reform, on which she has published several articles and took part in compilations.
Adriana Zanutigh
Adriana Zanutigh is a Lawyer from the University of Buenos Aires (UBA) and a career diplomat graduated from the Argentine Foreign Service Institute (ISEN). As such, she worked for various Argentine embassies and consulates abroad. She lived in Switzerland, the UK, Bolivia and Uruguay. She discharged specialized duties on issues of bilateral policy, public organization and management, and international trade. She was the General Director of International Cooperation and Argentine Cooperation for Development and participated in several missions to various countries. She is a member of professional diplomatic organizations and works for ADC as an associate consultant.
Fernando Basch
Graduate attorney from the University of Buenos Aires (UBA) in 2001. Earned a postgraduate degree in Criminal Law at the University of Palermo (2005) and a Master in Legal and Political Theory at University College London (2008), as well as an Anti-Bribery Specialist Accreditation (Trace International, 2012). Partner in the Compliance, Investigations and Corporate Criminal Law department of Bruchou law firm. He specializes in corporate criminal law and integrity policies, corporate governance and compliance. He advises companies and international organizations, such as the World Bank, the Inter-American Development Bank, the United Nations Development Program, the World Economic Forum’s PACI initiative and the Maritime Anti-Corruption Network (MACN). Who’s Who Legal 2018 recognized his proficiency as expert consultant and his expertise in criminal law and anti-corruption. He is senior researcher at the Center for Anti-Corruption Studies and associate professor of the Master’s Degree in Business Law at San Andrés University, as well as professor of Economic Criminal Law in the Master of Laws program at the University of Palermo. He was visiting professor at Southwestern University School of Law (USA). He has published numerous articles on criminal and constitutional law and anti-corruption policies, and is frequent guest speaker at conferences in his areas of knowledge. He served as a partner in the Governance Latam law firm (2012-2019), advisor in the National Lower House of Congress (2002-2006), director of ADC’s Justice Program (2009-2011) and, in addition, as secretary of the National Public Defender’s Office Program for the Implementation of Human Rights Treaties (2011-2012). He is a member of the Bar Association of the City of Buenos Aires.
