ADC upholds the necessary participation of the Legislative Branch in regulating cyber patrolling 

In mid-April, we were invited by the National Ministry of Security to the presentation of a projected protocol to regulate cyber patrolling. In reply to the proposal, we issued a paper highlighting our general considerations on internet surveillance. ADC advocates the idea that Congress intervention is essential in creating an uninhibited, robust, and wide-open debate. The regulation of cyber patrolling cannot be encompassed by mere protocols, provisions, resolutions, or other low-hierarchy norms. In turn, the report was shared with the Congress standing committees on Internal Security, Human Rights and Guarantees, Constitutional Affairs, Freedom of Expression and Justice.
