National Baseline on Business and Human Rights

Because of the First National Action Plan on Business and Human Rights, ADC project leader Marianela Milanes gave a presentation at the launch of the Public Defender’s National Baseline Assessment, a key tool for its formulation with a digital perspective, on June 8.

In her talk, Milanes referred to the report pointing out that «ADC highlights the diversity and equity dimensions, which is not a mere detail, since it includes recommendations for addressing differential impacts that rights violation in the digital sphere may have when based on reasons of gender, disability or against children and youth.»

Our project leader added that «the project includes a focus on technology, data protection and privacy, which we consider an added value because in many other countries that have implemented action plans on BHR, the digital dimension was ignored.»

ADC’s contribution in drawing up the National Baseline is prominent, as well as that of other civil society organizations, as can be seen by reading through its pages.

What is the National Baseline?

The National Baseline Assessment is a study of the degree the Guiding Principles are implemented within a State. It is a preliminary diagnosis to the preparation of the Plan and generates the information required for subsequent drafting by public policymakers.

The tool is an analysis of the legal and political loopholes in the execution of the Guiding Principles with an overview of the negative impacts of business on human rights and identifies the most relevant human rights issues in a given context.
